User Fee Study
The City of Brawley is conducting a comprehensive update of its User and Regulatory Fee Schedule based on a cost-of-service study completed by ClearSource Financial Consulting. Many of the City’s fees have not been fully updated in 15–20 years, and the cost of providing services has increased significantly. This process ensures transparency, fairness, and long-term financial sustainability.
The goal of the study is to:
Align fees with the actual cost of providing services
Ensure equity among users
Modernize outdated fees
Consolidate or clarify fees where appropriate
Improve transparency for residents and businesses
Why Update the Fees?
User and regulatory fees help fund services that benefit specific individuals, residents, or businesses. These fees reduce pressure on the City’s General Fund and ensure that the costs of services are shared fairly by those who use them. Modernizing the fee schedule allows the City to continue providing high-quality services in a financially responsible way.
What’s Included in the Study?
The fee study analyzes the cost of service across multiple City departments, including:
Business Licensing
Planning, Building, and Development Services
Fire and Police Services
Public Works and Engineering
Parks, Recreation, and Facility Rentals
Administrative and Regulatory Programs
The study reviews staff time, materials, overhead, and regulatory requirements to calculate the true cost of providing each service.

What Happens Next?
Community workshops and online comments will be reviewed by staff.
Adjustments may be made to the proposed fee scheduled based on public input.
A public hearing will be held on December 2, 2025, where the City Council will consider adoption of the updated fee schedule.
If adopted, the new Master Fee Schedule will take effect on the date approved by the City Council.
