City of Brawley Holds Special Meeting on Governance Training and Goal-Setting

 

Brawley, CA —  The City of Brawley convened a special meeting on September 23 at the Teen Center for a comprehensive governance training and goal-setting workshop led by 34th Street Consulting. Over four hours, the Brawley City Council and City Administration, representing all departments, met to clarify roles, strengthen working relationships, and begin charting where the City is today and where it aspires to be in the years ahead.

The session focused on best practices in council-manager governance, ethical standards and conflicts of interest, and healthy, productive engagement between elected officials and staff. Participants also discussed effective communication, avoiding common pitfalls (including on social media and public statements), and how to support one another as a unified governance team. All serve as foundational steps toward a shared vision for Brawley.

“Sound, strong governance doesn’t happen by accident; it requires discipline and commitment,” said Mayor Gil Rebollar. “When we listen with humility, define our roles clearly, and hold each other to high standards, we unlock the full potential of our city. Together, Council, staff, and our community, we can build the Brawley our families and residents deserve.”

Building on this workshop, the City anticipates continuing the conversation through future strategic planning discussions. These ongoing efforts will help shape long-term goals and guide decision-making as the City works to align services and resources with community priorities.

Within the same meeting, the City Council also unanimously approved acceptance of a Southwest Border Regional Commission (SBRC) grant for the Water and Sewer Infrastructure Expansion for Housing and Economic Development Project, and delegated authority to the City Manager to execute the grant documents and make the required budget adjustments. The total project budget is $1,051,558, with SBRC covering 80% (up to $841,335) and a 20% local match provided through the City’s Water and Wastewater Enterprise Funds. This investment will expand critical water and sewer capacity to support new housing and job-creating development in Brawley’s growth areas.
