Utility Assistance Programs

The City of Brawley has two utility grant programs available.

County Grant Application English and Spanish

Federal Grant Application 

Eligible utility customers must:

  • Must be a City of Brawley resident
  • Have past due utility bills issued after January 1, 2020
  • Demonstrate loss of job, reduction of income, health impact or other documentation connecting need for assistance to COVID-19
  • Not have utilized other assistance to cover past due water charges during the qualification period
  • Turn in an application before funding is exhausted
  • Age 62 or over for CDBG funded program
  • No age limit for County funded program

All eligible utility customers are encouraged to download and complete the application, and must remit the required documentation to be considered for assistance. Please review the Eligibility Requirements and Documentation Requirements prior to completing the application. Applications will not be reviewed until all documentation is provided. Please note, completing an application does not guarantee funding.

Late fees and penalties on City of Brawley utility accounts will resume on July 1, 2021. Don’t wait, contact the City today for payment options. 

Documentation Required

  • Government issued identification
  • Utility bill(s)
  • Documentation that demonstrates financial impact to household income as a result of COVID-19. May include:
    • Paychecks, paystubs, or bank statements showing a reduction in income following the COVID-19 outbreak
    • Letter from employer citing COVID-19 as a reason for reduced income, termination, etc.
    • Bank statements or other documentation showing increased childcare costs following COVID-19 school closures
    • Unemployment Insurance Benefits Letter dated in or after March 2020 
  • Proof of income for 2020 for each individual contributing to household income. May include:
    • 2020 W-2
    • 2020 IRS Tax Return
    • Paystubs
    • Unemployment Insurance
    • Social Security wages
    • Bank statements

Program Funding

The Brawley COVID-19 Utility Assistance Programs are funded through 

  • $137,000 allocation from the County of Imperial reallocated to the City of Brawley
  • $126,725 allocation of Community Development Block Grant Coronavirus funds awarded to the City of Brawley

Additional Assistance

Those who do not have access to a computer to complete the application can call (760) 344-8941 during normal business hours for further assistance. Individuals who do not qualify for these programs may still benefit from no interest payment plans.
