Under administrative direction, plans, organizes, manages, and provides administrative direction and oversight for all functions and activities of the City of Brawley Development Services Department, including planning, building and safety, and code compliance; directs and administers the planning, building operations, and engineering activities of the City, which include current, advance, and environmental planning, building plan check, permitting, inspection, and historic preservation activities, land development, subdivision improvements, capital improvements, and construction management; coordinates assigned activities with other City departments, officials, outside agencies, and the public; fosters cooperative working relationships among City departments and with intergovernmental and regulatory agencies and various public and private groups; provides highly responsible and complex professional assistance to the City Manager in areas of expertise; and performs related work as required.

The Development Services Department activities include but are not limited to: (1) City current and advance planning; (2) building inspection and code compliance; (3) City engineering functions; (4) plan checks; (5) construction management; (6) capital improvements; and (6) related work as required.

CLASS TITLE:  Senior Civil Engineer

DEFINITION:   Under direction performs, coordinates and/or directs the design and construction of municipal public works projects; supervises paraprofessional staff, associate civil engineers, and professional engineering firms under contract with the City of Brawley.  This position is also responsible for the maintenance of the City’s Capital Improvement Program (CIP).  This position reports to the Director of Public Works Operations.

·         Manages, supervises, and directs engineering and paraprofessional staff.

·         Prepares and implements contracts for City consultants (on-call engineering firms).

·         Prepares written correspondence and administrative paperwork for projects, including letters and memoranda.

·         Prepares schedules, reports and cost estimates for projects and work activities.

·         Inspects construction to insure that projects are proceeding appropriately and to resolve issues.

·         Develops and utilizes computer analysis/data processing capabilities for engineering design and planning activities.

·         Administers state and federal grant programs.

·         Manages and directs consultant’s performance.

·         Reviews and recommends payment request from consultants and contractors (invoices, pay estimates, contract change orders).

·         Oversees construction management and inspection services provided by consultants.

KNOWLEDGE, SKILLS, AND ABILITIES TO:

Knowledge of- Civil Engineering principles and practices as applied to the field of municipal public works including planning and development; hydraulic engineering; hydrology theory applied to drainage systems; design, construction, operation, and maintenance of municipal works as well as knowledge of Caltrans specifications, policies and procedures; environmental regulations such as CEQA, NEPA, NPDES, MS4, SWPPP; method of preparing specifications, estimates, reports, and recommendations relating to municipal and proposed public works facilities; survey procedures; contract law; principles and practices of organization, administration, economics, budget, and personnel management; use and design of drafting software; design aides such as spread sheets, word processors, AutoCAD, hydraulic and related software.

Ability to- Conceptualize engineering problems and design effective solutions; prepare review, and approve/certify plans and specifications for streets, water, sewer and storm drain system, and other public works projects; prepares comprehensive and complex technical reports; communicate clearly overall an in writing; develop and maintain effective working relationships with subordinates, public commissions and organizations, City officials, and other governmental agencies; and supervise, train, motivate and evaluate staff.

EDUCATION & EXPERIENCE AND LICENSE:   Any combination of training and experience which would likely provide the required knowledge and abilities is qualifying. A typical way to obtain these abilities and knowledge would be:

Bachelor’s Degree from accredited college or university in civil engineering or related field and a minimum of ten years of increasingly responsible complex civil engineering experience involving civil engineering design, construction, maintenance, or operation of public works projects and activities. This experience should show proven leadership capabilities supervising/directing the work of technical experts and field personnel.   Registration as a Civil Engineer issued by the California Board of Professional Engineers and Land Surveyors. Valid California class C driver’s license.

Job Title:  Associate Civil Engineer 

Department: Public Works 

DEFINITION:

CITY OF BRAWLEY

CLASS TITLE:  Code Enforcement Officer

 SUPERVISION RECEIVED

Receives direct supervision from the Police Chief, Police Commander, Police Sergeants and/or supervisor.

BASIC FUNCTION:

·         Perform a variety of municipal code enforcement duties to assure compliance with the City Code and City standards and policies regulating construction, signs, business licenses, zoning, land use, housing and conditions set forth in conditional or temporary use permits; coordinate code enforcement activities with other City departments.

·         Locate and investigate reported violations of City Code; obtain relevant information through public contacts and other investigative techniques including site inspections; photograph violations; identify and explain violations, provide warnings, seek corrective action issue stop work orders and citations as appropriate. Explain ordinances to citizens and work with citizens to gain voluntary compliance with applicable City ordinances and codes. 

·         Conducts business license and other inspections to ensure business, vendors, organizations and individuals comply with established codes, standards and policies; identify violations, provide warnings, recommend corrective actions, follow up to ensure compliance and issue citations as appropriate.

·         Provide consultation and technical assistance to the public concerning code enforcement, City Code requirements and assigned functions; respond to inquiries and provide detailed and technical information concerning related laws, codes, rules, standards, regulations, policies, and procedures; interpret and explain necessary measures for compliance.

·         Investigate and assist in mediating public complaints; provide information by obtaining relevant information and responding to public inquiries; follow up complaints to assure violations have been corrected; attend related meetings.

·         Compile information and prepare and maintain a variety of records, reports and files related to code enforcement, inspections, citations, warnings, violations and assigned activities; prepare and distribute correspondence to property owners and/or responsible persons or parties regarding violations.

·         Investigate complaints and locate violations of the City’s zoning ordinance; seek abatement of violations through both verbal and written contract with the public.

·         Conduct inspections for special event permits and temporary use permits including tent sales, to assure possession of appropriate permits by vendors, organizations and individuals; inspect commercial banners placed on building to ensure that proper permits are obtained and that approved conditions are being met.

·         Assist in the prosecution of citations, misdemeanor complaints or injunctive actions related to City Code violations; and testify, if necessary, in criminal and/or civil proceedings on behalf of the City concerning City Code violations.

·         Prepare evidence in support of legal actions taken by the City.

·         Communicate with City personnel, various outside agencies and the public to exchange information, coordinate activities and resolve issues or concerns.

·         Participate in the implementation of the City’s graffiti abatement program; receive requests for abatement of graffiti; patrol the City, record location of graffiti, and inform the City’s Graffiti Abatement Office of the need for vandalism clean-up; obtain and collect right of entry forms for graffiti abatement on private property; enter calls into computer system and track case progress.

·         Collaborate with fire and police personnel in the enforcement of over grown vegetation, abandoned vehicle abatement codes and requirements, and any other fire hazards; prepare and distribute notices to property owners as needed.

·         May assist in researching, drafting, and rewriting municipal codes; participate in the development of forms and processes utilized to address various issues.

·         Must be able to work a flexible schedule and attend various meetings when directed by their supervisor.

CITY OF BRAWLEY

Environmental Compliance / Water Distribution Operator I

DEFINITION:

Under direction and Supervision of the Senior Environmental Compliance Officer, this position is responsible for the preparation and implementation of a variety of water, sewer, pretreatment, and solid waste quality assurance programs and activities. This position works closely with City of Brawley personnel from the Water and Wastewater Treatment Plants, Streets and Utilities Divisions, and City Administration to implement:

·         Industrial Pretreatment Program and Sewage Collection System Operations and Maintenance

·         Solid Waste Program

·         Cross Connection Control Program

·         Water Distribution Program

·         Water Conservation Program

SUPERVISION RECEIVED AND EXERCISED: This is the first-level classification in the Environmental Compliance / Water Distribution Operator series. Initially under close supervision, incumbents learn City policies and procedures and perform inspection, operation, and maintenance functions for the City’s Waste and Wastewater Treatment Plant facilities and Streets and Utilities Divisions.  Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise.

EXAMPLES OF DUTIES AND RESPONSIBILITIES: Duties and responsibilities of this position may include, but are not limited to:

Pretreatment Program and Sewage Collection System:

·         Enforce City’s Pretreatment Ordinance with Administrative Staff for commercial and industrial sewage dischargers.  This includes preparing for sampling events, inspections and monitoring of commercial and industrial sites for flow and pollutants of concern wastewater discharge loading.  

·         Recognize and prevent illegal dumping into the City’s wastewater collection system

o   Work with businesses to gather information and establish positive working relationships

o   Review self-monitoring reports and calculate discharge loadings

o   Work with existing spreadsheets and calculate billing costs

·         Support development and submission of reports as required to regulatory agencies, supervisory staff, Finance department, and others as required

·         Maintenance and operation of city sewage pump stations, generators and support equipment

Solid Waste Program:

·         Code enforcement for Street Sweeping, Trash, Recycling, and Green Waste contamination

Cross Connection Control Program:

·         Complete Cross Connection Surveys

o   Conduct site visits and determine location of backflow devices and hazards

o   Interact with business owners and address concerns

·         Enforce Cross Connection Control Ordinance

·         Send letters to business, commercial and residential customers who have backflow assemblies

·         Support development of reports to Water Board Division of Drinking Water

 Water Distribution System:

·         Prepare and implement Waterline Flushing Program

.   For the reduction of TTHMS and HASS disinfection byproducts

·         Prepare and implement Valve Exercising Program

·         Operate valve maintenance machine (WACHS Valve Exercise Machine)

·         Answer and address water-related complaints (low pressure, taste and odor, turbid water, potential cross connections)

Water Conservation Program:

·         Support development of reports for regulatory agencies

·         Enforce water conservation ordinances

·         Maintains accurate records and prepares oral and written reports as directed and as required by the Public Works Department and State of California regulatory agencies       

KNOWLEDGE AND ABILITIES:

·         Support development of comprehensive reports, maintain accurate records that are satisfactory to the Department of Health Services, the California Regional Water Quality Control Board and the EPA Pretreatment Division, Public Works Supervisory and Administrative Staff

·         High School diploma or equivalent

·         Associates degree with coursework in water, wastewater and pretreatment programs or two years of experience with water distribution and collection systems

PHYSICAL REQUIREMENTS:

·         Works in extreme weather conditions including heat, cold, wind, and the occasional rain.

·         Walks, stands, and sits for long durations

·         Sits and works on computer desk for approximately 30% of time

·         Drives City vehicle and/or trucks

·         Must be able to lift 50 lbs

SPECIAL LICENSE REQUIREMENTS:

·         State of California Water Distribution Operator Certification Grade D-1 or higher (Required)

·         Industrial Pretreatment Inspection Certificate (Highly desirable)

·         Back flow assembly tester Certification with AWWA (Highly desirable)

·         Cross Connection Control Specialist (Desired)

·         Valid Class C, California Driver’s License.  License is required at time of appointment and must be maintained throughout employment.  A safe driving record is highly desirable.  A Class B license is desirable.

DRUG TESTING REQUIREMENTS:  If the candidate possesses a California Class B Driver’s License, the position will be subject to Drug and Alcohol testing, Title 49 CFR, Park 382 and Part 40 as adopted by the City.

Disaster Service Workers:

        Under California Government Code Sections 3100 - 3109, public employees are designated as disaster service workers. The term "public employees" includes all persons employed by the state or any county, city, state agency, or public district. Disaster service workers are required to participate in such disaster service activities as may be assigned to them by their employer or by law. The employees working for the City of Brawley take this responsibility seriously. Disaster plans are continuously being evaluated, drills are scheduled, and employees engage in training where they practice executing emergency support services.
